Is every credit card application checked against the BKR?

No, only cards with an actual credit facility are checked, such as the Visa World Card, ABN AMRO Gold Card and ANWB Visa Gold. Prepaid cards such as Revolut, N26, Bunq, Trade Republic, Wallester, Moss and Qonto X Card don't run a BKR check because there's no credit risk.
